The Opportunity

A mission-driven affordable housing developer and owner is seeking an Assistant Vice President of Resident Services to lead the strategy, development, and execution of resident-focused programs across a growing national portfolio of affordable housing communities. This role will play a key part in building and scaling resident services initiatives that support thriving, inclusive communities while aligning with regulatory requirements and organizational goals.


Role Overview

The Assistant Vice President of Resident Services will establish and implement a comprehensive resident services platform across the organization’s affordable housing portfolio. Working closely with senior leadership and cross-functional teams, this individual will develop programs that enhance resident well-being, strengthen community partnerships, and ensure services are delivered consistently across properties while remaining responsive to the needs of individual communities.


Key Responsibilities

Strategic Leadership

  • Develop and implement a scalable resident services framework aligned with organizational mission and values

  • Establish a strategic vision for resident services across a growing national affordable housing portfolio

  • Build organizational awareness of the impact and value of resident services for residents, communities, and investors

  • Ensure service programs align with regulatory requirements and funding guidelines

Program Design & Oversight

  • Develop standardized processes to assess resident needs and design services in partnership with local resources

  • Maintain balance between regulatory compliance and resident-focused program delivery

  • Evaluate and refine service delivery models as the organization grows and programs evolve

  • Conduct property-level program reviews and audits to maintain consistent quality across communities

  • Collaborate with internal teams to develop and manage program budgets

Community & Partnership Development

  • Build partnerships with nonprofit organizations, schools, and community leaders to support resident-focused programming

  • Represent the organization in community engagement and partnership discussions

  • Identify grant opportunities and manage service-related funding to support program sustainability

Internal Collaboration & Communication

  • Partner with Development, Asset Management, and Property Management teams to integrate resident services throughout the property lifecycle—from predevelopment through stabilization

  • Translate strategic goals into measurable, on-the-ground program outcomes

  • Collect resident stories, testimonials, and program data to support corporate communications and reporting

  • Advocate for resident services priorities in internal planning and decision-making

Data, Reporting & Compliance

  • Develop metrics to evaluate resident services programs and track performance across the portfolio

  • Collect and analyze program data to support decision-making and resource allocation

  • Monitor program outcomes, resident satisfaction, and retention indicators

  • Ensure compliance with applicable regulatory requirements including HUD, LIHTC, and related programs


Experience & Qualifications

Required

  • 8–10+ years of progressive leadership experience in resident services, community development, or related programming

  • Experience managing or scaling multi-site resident services programs across diverse communities

  • Understanding of affordable housing operations and services supporting vulnerable populations

  • Working knowledge of affordable housing regulatory requirements, including HUD and LIHTC compliance

  • Strong collaboration skills with the ability to work effectively across departments and external partners

Preferred

  • Experience developing resident service strategies within an affordable housing development or ownership platform

  • Experience managing grant-funded programs or service-related funding sources
