The Community

The Department
The Municipal Utilities Department (MUD) encompasses the Water, Wastewater, and Stormwater Utilities, which are regulated for the protection of public health and the environment and supported by user fees. For operational efficiency, the department includes 12 divisions that operate, maintain, and support the Utilities. Additionally, the Utilities are managed to recognize the independent financial structure and regulatory requirements unique to each.
The Water Utility’s Delta Water Treatment Plant provides water to the northern and southern regions of the Stockton Metropolitan Area, with the California Water Service Company serving the central region. The distribution system has approximately 600 miles of pipeline, and more than 50,000 water meters.
The Wastewater Utility features a wastewater collection system of approximately 900 miles of gravity sewer main, 554 miles of lower lateral pipe, 27 pump stations, and 30 miles of pressurized force main that route sewage from properties within the City, special districts outside the City, and certain areas within San Joaquin County. All wastewater is collected, treated and discharged at the Regional Wastewater Control Facility located on Navy Drive in Stockton. This facility over the past five years has undergone an extensive process upgrade under the $240 million RWCF Modifications Project. The upgrade also includes an updated facility name, the City of Stockton Wastewater Recovery Center (WRC). The WRC includes improved wastewater treatment processes and other facilities necessary to meet new wastewater discharge limits regulated by the Regional Water Quality Control Board.
The Stormwater Utility consists of pump stations, miles of pipeline, and drain inlets that route stormwater from city streets into local basins and waterways to prevent flooding. The Stormwater Utility is also responsible for overseeing and complying with the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System permit, which requires extensive monitoring and public outreach programs to promote water quality in the San Joaquin Delta.
Our Mission: Provide high-quality drinking water on demand; collect, treat, reuse, and dispose of wastewater; and collect and dispose of stormwater, all in accordance with applicable regulations and responsible business practices.
The Position
The Deputy Municipal Utilities Director Wastewater is responsible for planning, organizing, coordinating, and reviewing operations, maintenance, and technical support services of the City wastewater treatment and pumping operations.
The ideal candidate will be knowledgeable in:
- Operating practices of wastewater treatment, including primary, secondary, and tertiary processes.
- Principles and practices of administration, including goal setting, policy and procedure development and implementation, evaluation, and work standards.
- Principles and practices of employee supervision, including selection, training, work evaluation, and discipline.
- State and federal laws and regulations governing wastewater operations and disposal.
The candidate will also be skilled in planning, organizing, coordinating, administering, through subordinate supervisors, and reviewing and evaluating the work of others; performing technical research and analyzing complex problems, evaluating alternatives and recommending or adopting effective courses of action; interpreting and applying complex rules, regulations and policies; developing and implementing goals, objectives, policies, procedures and internal controls; establishing and maintaining effective working relationships with staff, citizens, and a variety of public and private organizations; electing, motivating, and evaluating staff and providing for their training and development; preparing clear, concise reports, correspondence, and other written materials.
Principal Duties
- Plans, organizes, coordinates, administers, and reviews the work of supervisors responsible for technical services, treatment, and pumping plant operations and maintenance.
- Develops and directs the implementation of goals and objectives, policies, procedures, and work standards for the division; provides for staff training and development.
- Prepares estimates of staffing, materials, and equipment required for projected activities.
- Reviews and approves engineering plans and specifications for proposed sewer treatment plant modifications or additions.
- Supervises and coordinates the implementation of new or revised plant operation programs and processes; closely monitors the performance of such operations during start-up and initial operation.
- Researches technical wastewater treatment issues; prepares reports and recommendations for improvement in plant operations and maintenance and related issues.
- Prepares reports for state and federal regulatory agencies; reviews and makes recommendations concerning proposed revisions to state and federal regulations.
- Develops and administers budgets for operating and capital improvement programs.
- Provides for the development and implementation of the division's training and safety programs.
- Liaison with and represents the City in meetings with state and federal regulatory agencies and consultants.
Qualifications
Education:
- Possess a Bachelor's degree from an accredited four-year college or university with major coursework in engineering or a closely related field and three years of supervisory experience in a major water or wastewater utility. Additional lead or operational level experience as outlined above may be substituted for the education on a year-for-year basis to a maximum of two years.
Other requirements:
- Possess a valid California Class C Driver’s License.
- A Grade V Wastewater Treatment Plant Operator’s Certificate issued by the State of California is desirable.
- A valid California Registration as a Professional Engineer is desirable.
Knowledge of:
- Principles and operating practices of wastewater treatment, including primary, secondary, and tertiary processes.
- Principles and practices of administration, including goal setting, policy and procedure development and implementation, evaluation, and work standards.
- Principles and practices of employee supervision, including selection, training, work evaluation, and discipline.

Compensation and Benefits
- Retirement — California Public Employees’ Retirement System (CalPERS) with a 2% @ 60 for "classic" members, and 2% @ 62 formula for employees new to CalPERS.

- Deferred Compensation — The City offers an optional deferred compensation plan.
