Electrical Engineer IV-V

Generation Services Administration

  • Will serve as the Subject Matter Expert (SME) on power plant electrical systems and municipal electrical systems. The scope of expertise includes both technical and regulatory components of electrical generating facilities, generator protection, transmission systems, and substations systems. Provides electrical training to staff.
  • Project Management—Ability to work on a diverse portfolio of projects across hydro, geo thermal and gas-fired. Oversee projects from the initial scope of work through construction completion.


Company Information

NCPA’s portfolio of power plants is among the cleanest in the nation. Generation facilities include geothermal and hydropower plants that have operated since the 1980s, and a state-of-the-art, fast-start natural gas facility built in 2012. NCPA’s major generation assets are the 102 megawatt (MW) Geysers geothermal plants; the 259MW North Fork Stanislaus River hydroelectric facility; and the 300MW natural gas-fired Lodi Energy Center.

In the Sierra range, the Agency has enhanced 300 acres of wildlife habitat, set aside $1 million for the U.S. Forest Service to use as needed, and has spent an additional quarter of a million dollars to optimize environmentally sensitive public access to Big Trees State Park in Calaveras County. NCPA, together with other power customers of the Central Valley Project (CVP), also contributed $500 million to the CVP Restoration Fund through 2021 for the protection, restoration, and enhancement of fish, wildlife, and habitat.

The 16 locally owned utility members of NCPA collectively have spent more than $220 million on energy efficiency programs since 2006, reducing demand for electricity by more than 670 gigawatt hours, which in turn has reduced the amount of carbon dioxide being released into the atmosphere.

All NCPA members are in full compliance with the state’s Renewable Portfolio Standard (RPS) program and are well-positioned to exceed California’s 60% RPS target for 2030.

Electrical Engineer IV-V Generation Services Administration: Role within the Agency

This position reports directly to Jeremy Lawson, Director of Engineering at Northern California Power Agency

Under the direction of the Director of Engineering, this position requires a thorough understanding of regulatory guidelines and expectations for the electrical power industry with emphasis on California; Knowledge of principles and practices of engineering planning, design, and construction as applied to public works projects, utility systems, and/or private development projects; Principles and practices of leadership, motivation, team building, and conflict resolution; Project Management principles and practices; and knowledge of safety work practices and principles associated in working around generating facilities.

Coordinates NERC regulatory requirements for the Generation Services department. Leads the Generations Service NERC Compliance Program. Ensures that all Reliability Standard Audit Worksheets (RSAWs) are completed in a timely manner and proper records are maintained.

Conducts engineering, performs economic and technical feasibility studies on both capital improvements and project enhancements for the Geothermal, Hydroelectric, and the Combustion Turbine Plants facilities, microgrids, PSPS (Public Safety Power Shutoffs), distributed energy resources, and other distribution resources found in city utilizes.

Background Profile

Minimum Qualifications:


Level IV:

  • Bachelor’s Degree in Electrical Engineering.
  • 7 years related experience and/or training; or equivalent combination of education and experience.
  • California PE is highly desired and in some cases a requirement.


Level V:

  • Bachelor’s Degree in Electrical Engineering from an accredited institution.
  • Minimum of 8-10 years related experience and/or training; or equivalent combination of education and experience.
  • California PE is highly desirable and in some cases a requirement.


Top Skills:

  • Project manages Agency-wide or critical system implementations, including project management activities including user requirements gathering, product evaluations, user acceptance testing, and rollout.
  • Conducts independent communications with user departments in a cooperative and professional manner.
  • Manage or assist capital and maintenance improvement projects from concept through completion.
  • Travels to NCPA remote field sites, power plants, members, and customers to provide support.
  • Other duties may be assigned.
